In the United States are called A & P mechanics, and it takes about two years of study to qualify and spending several tests.

Added In Europe, as an aircraft mechanic engineers, or rather, the Aircraft Maintenance Engineers. This does not mean they have an engineering study. It is just another use of the word in a different culture.
